SUBSTANCE: invention relates to video encoding and decoding techniques. Result is achieved by the fact that performing the conversion between the video containing one or more layers and the video data bit stream in accordance with the rule, wherein in the process of extracting the sub-stream of data bits, the rule establishes that the non-scalable embedded message with additional enhancement information (SEI) is generated by extracting the SEI message, which is scalable embedded, from a scalable containing SEI message based on a first flag indicating whether the SEI message is applied to certain output layer sets (OLS), and a second flag indicating whether the SEI message is applied to all sub-images or only to certain sub-images.
EFFECT: high efficiency of video processing.
