SUBSTANCE: invention relates to the production of phosgene (carbonyl chloride) used in industry for the synthesis of isocyanates, polyurethanes, polycarbonates, substituted ureas, poly-nitrogen heterocyclic compounds, as well as for the production of medicinal agents and plant protection agents. Method of producing phosgene by reacting chlorine and carbon monoxide at temperature of 120–150 °C on coal is characterized by that carbon monoxide is obtained by burning coal in oxygen in a reactor, wherein the linear velocity of oxygen in the lower part of the reactor should not exceed 1.97 cm/s, then the formed carbon monoxide is cooled with water using a coil located in the reactor, then carbon monoxide is mixed with gaseous chlorine on coal, wherein volume ratio of oxygen consumption to chlorine should be not less than 0.55.

EFFECT: providing a method of producing phosgene together with a process for producing carbon monoxide in one reactor with simplification of the production process due to use of available materials, high output and high purity of the end product.
