FIELD: oxygen-converter production of steel. SUBSTANCE: method includes charging of metal scrap into converter; heating of metal scrap and pouring of liquid iron; addition of manganese-containing material in two portions with slag-forming and carbon-containing materials; blowing of melt with oxygen with variation of its flow rate during heat. The first portion of manganese-containing material in amount of 45-80% of their total consumption is simultaneously added with slag-forming and carbon-containing materials in ratio of 1: (1.8-5.2): (0.02-0.6), respectively; heating with supplying of oxygen in amount of 35-45% of basic one and carbon-containing materials in amount of 65-95% of their total consumption for 15-45% of total duration of blowing. The second portion of manganese-containing materials is added by their distribution concurrently with slag-forming materials in ratio of 1: (0.1-1.0), respectively, after pouring of iron during blowing and consumption from 20-40 to 45-85% of total amount of oxygen for heat.
