SUBSTANCE: device has charging hopper, feeding-punching device, tools, and at least four parallel rows of oppositely rotating driving shafts. The space between the working surfaces of the shafts of the bottom row is no less than 3 mm and no more than 5 mm. The cutting device is mounted at the output from the feeding-punching device and made of a guiding plate with grooves and driving shafts, the axes of rotation of which are located in the plane parallel to the guiding plate. Each driving shaft is provided with cutting disks, which are perpendicular to the axes of rotation of the shafts and set in the groves of the plate. Rollers with knurl are interposed between the cutting disks.
