SUBSTANCE: invention relates to means of encoding and decoding video. parsing offset merge information indicating whether offset parameters of a current block and offset parameters of at least one neighbouring block from among video blocks are identical; restoring an offset type and offset values of current block from offset parameter of current block based on offset merge information; determining an edge class or a pixel value band of a restored pixel of current block based on an edge type or a pixel value band type of current block indicating offset type; and determining an offset value corresponding to edge class or pixel value band of restored pixel from restored offset values of current block and adjusting a pixel value of restored pixel of current block according to restored offset values of current block. Devices implement encoding and decoding methods.

EFFECT: technical result is generating restored image having minimum error relative to original image.
