SUBSTANCE: invention relates to video decoding. Video decoding method includes: syntactic analysis of offset combining information indicating whether or not the offset parameters of the current block and at least one neighboring block from number of video blocks are identical to each other, from the received bitstream; recovery of the offset type and offset values from among the offset parameters of the current block based on the offset combining information; the definition of an edge class or strip of pixel values of the reconstructed pixel based on the edge type or strip type of pixel values of the current block indicating the type of offset; and determining an offset value corresponding to the edge class or the pixel value band of the recovered pixel from the offset values and adjusting the pixel value of the recovered pixel according to the offset value.

EFFECT: technical result is to minimize the error between the original image and the restored image.
