SUBSTANCE: in the video decoding method: parsing the information of the enterprises of the displacements indicates that whether offset parameters of a current block and, at least, one neighboring block from among blocks of video are identical to each other, from the received bitstream; restoring an offset type and offset values among the offset parameters of the current block based on information of combining displacements; the class definition of the edge or strip pikselnyh values of the restored pixel based on the edge type or the band type pixel values of the current block indicating the offset type; and determining offset values corresponding to the edge class or the band pixel values of the restored pixel of the offset values and the regulation of pixel value of the restored pixel according to the offset value.
EFFECT: forming a reconstructed image having a minimum error relative to the original image.
