SUBSTANCE: invention relates to images processing. Image processing device includes: a motion in the previous frame detector, which detects a movement area in the previous frame among multiple frames, relative to which it is unknown, whether the frames frequency control is made for them; a motion in the next frame detector, which detects a movement area in the next frame located after the previous frame; a determining means, which determines whether the frames frequency control is made, when the shift between the area of movement of the previous frame and the area of movement of the next frame is less than the areas shift threshold value or equal to it, and on the basis of determining whether the frame frequency control process was performed issues a command to change the parameter for changing the threshold value of the image processing parameter; and an image processing means, which changes the threshold value of the image processing parameter.

EFFECT: providing image processing using results of determination of frames frequency control process.
