FIELD: chemistry.
SUBSTANCE: present invention relates to N,N'-substituted 3,7-diazabicyclo[3.3.1]nonanes of general formula (1) 
1, possessing properties of positive modulators of AMPA receptor activity, as well as to a pharmaceutical composition based thereon, use thereof in preventing and treating diseases of nervous system, in particular, neurodegenerative diseases, such as Alzheimer's disease, Parkinson's disease, loss of memory, etc. In general formula (1) E is a carbonyl group, -CH2-group; R1 is lower alkyl; R2 together is selected from groups corresponding to general formulae (1.1a), (1.2a):

(1.2a), R8 is H, lower alkyl; R5, R5', R6, R6', R7 and R7' can be identical or different and each independently denotes H, lower alkyl; R3 and R3', R4 and R4' denote H.
EFFECT: prevention and treatment of diseases of nervous system, particularly neurodegenerative diseases, such as Alzheimer's disease, Parkinson's disease, loss of memory, etc.
