SUBSTANCE: method for transmitting control data indicating the characteristics of radio-frequency receiving equipment in wireless telecommunications devices. Control data is then used to allocate data transmission resources to telecommunications devices (including MTS-type terminals). When creating a virtual carrier for transmitting data for some given MTS-type device, the position of the center frequency for the virtual carrier is assigned both on the basis of the radio-frequency receiving equipment characteristics of the terminal device and also on the basis of the traffic congestion in the frequency band, in which the virtual carrier was created.
