SUBSTANCE: device comprises the pontoon tool with the hollow floats and the mounted on the tool container with the placed inside nutritious substrate with plants seeds, the bottom of which is capable of moisture leakage, wherein the bottom outer surface is placed above the water surface. The pontoon tool hollow floats are solid implemented and are linked to each other with the closed circuit formation. The container form corresponds to the noted circuit form. Each of the container side walls is fixed at the top of the relevant float. The container bottom is presented as the lattice, which is mounted on the floats in such a way that the height between the bottom outer surface and the water surface is not less than the floats height, and the vapor-permeable and the net-line coatings are placed in series within the container at the bottom and on the side walls.

EFFECT: arrangement of conditions for the nutritious substrate with plants seeds moistening with condensate from vapors, which evaporate from the water body surface, from the swelling phase and for seeds germination till the phase of the root system generation in the container nutritious substrate.
