Initial motion vector of the reference block is obtained based on the predicted motion vector of the reference block, and the prediction block of the reference block is obtained based on the initial motion vector and the displacement of the motion vector. Displacement of the motion vector is obtained based on the initial motion vector and one or more given displacements of the motion vector. Initial motion vector of the reference block is used as the predicted motion vector of the block to be processed. Wherein the initial motion vector of the reference block is obtained by using the predicted motion vector of the reference block as the initial motion vector of the reference block or addition of the predicted motion vector of the reference block and the difference of the motion vector of the reference block to obtain an initial motion vector of the reference block.
