SUBSTANCE: invention relates to a control device, a control method and a program. The control device for controlling the inhalation device comprises a detection means that detects the user's action and a heater that heats the substrate to thereby form a material to be inhaled by the user. At the same time, the control device contains a controller that controls the heater based on the user's action detected by the detection means. The controller activates the heater in the first heating state in response to detection by the detection means of the first user action, and activates the heater in the second heating state different from the first heating state in response to detection by the detection means of the second user action different from the first user action, while the heater is driven in the first heating state. Performing the first user action is to perform the predefined user action continuously for a first duration, and performing the second user action is to perform the predefined user action continuously for a second duration that is longer than the first duration.
EFFECT: providing a mechanism by which the usability of the inhaler can be improved.
