SUBSTANCE: invention relates to a technology for encoding images based on the conversion of an image encoding system. Proposed is a method for decoding images, implemented by means of a decoding apparatus, including the following stages: extracting the quantised conversion coefficients relative to the target block from the bit stream; executing reverse quantisation relative to the quantised conversion coefficients relative to the target block and extracting the conversion coefficients; extracting the residual samples relative to the target block based on reduced reverse conversion relative to the conversion coefficients and generating a restored image based on the residual samples relative to the target block and the prediction samples relative to the target block. The reduced inverse conversion is executed based on a reduced inverse conversion matrix. The reduced inverse conversion matrix constitutes a non-square matrix.
