SUBSTANCE: first target block is split into the first sub-blocks. The second target block, which is one of the first sub-blocks, is split into second sub-blocks. First split information for the first target block and multiple split tree (MPT) information for the second target block are generated and encoded. However, the second sub-blocks are non-square blocks. The MPT split information includes an MPT split tab, MPT split direction information, and MPT split type information for the second target block. The MPT split tab represents whether the second target block is split into second sub-blocks that are non-square blocks. The split direction information of the MPT represents the split direction of the second target block. The split type information of the MPT represents the number of second sub-blocks into which the second target block is split.

EFFECT: increase in efficiency of image encoding.
