SUBSTANCE: invention relates to image processing and, more specifically, to video encoding. Result is achieved by determining that the current encoded layer from the video data bit stream is the only layer in the data bit stream when the video parameter set (VPS) is not present in the data bit stream; and when it is determined that the current encoded video layer is the only layer in the data bit stream, the layer identifier of the NAL unit of the current encoded video layer is used as the identifier of the current encoded video layer.
EFFECT: high video compression ratio.
